Plan

What is a decarbonisation plan?

A decarbonisation plan is the roadmap a company uses to define how it will reduce its greenhouse gas emissions over time.

It includes measuring the carbon footprint (Scope 1, 2 and 3 under the GHG Protocol), identifying the priority sources, verifiable reduction targets and an action plan by area. It should be updated every year with real data and aligned with science-based frameworks such as SBTi.

Programme

What is a decarbonisation programme?

The decarbonisation programme is the broader, ongoing framework the plan lives in: it covers governance, resources, policies and the succession of plans year after year.

Put simply: the programme is the strategy sustained over time; the plan is the specific document, with targets and measures, for a given period.

Step by step

How to build a decarbonisation plan, step by step

Four stages. Dcycle automates measurement and tracking, and keeps your data consistent year after year.

1

Measure your carbon footprint

Calculate Scope 1, 2 and 3 emissions with a verifiable inventory and up-to-date emission factors. Dcycle connects your data sources and classifies every data point by scope and category.

2

Find your impact hotspots

Diagnose which sources account for most of your emissions and which have the greatest reduction potential, usually starting with Scope 3.

3

Set science-based targets

Set reduction targets by year and by scope, aligned with SBTi or with the regulatory requirements that apply to you. Dcycle calculates the effort needed for your 1.5 °C pathway.

4

The foundation of the plan: a verifiable Scope 1, 2 and 3 inventory, organised by category, source and reporting period.

02

Science-based targets

Specific, measurable targets aligned with climate science (SBTi) or with the regulatory thresholds that apply.

03

Action plan by area

Concrete measures in each area: energy efficiency, renewables, logistics, sustainable procurement, waste and value chain.

04

Tracking and annual reporting

Annual report compared with the base year and the target, ready for external verification and for your sustainability report.

What you are asked for

Who asks for your decarbonisation plan and where it gets stuck

The plan is not requested by one person. Each wants something different, and it almost always fails in the same place: the data.

UK PPN 06/21 · public contracts A Carbon Reduction Plan with your emissions and a commitment to reduce them. The footprint is rebuilt in spreadsheets every year and the plan is not linked to that data. The plan starts from your footprint in Dcycle: Leia reviews the baseline before proposing anything.
Customers and tenders Reduction targets and provable progress in supplier questionnaires and tender documents. Answers are generic commitments, with no figures per action and no dates. Every action with its reduction, cost, date and status, and a PDF report to share.
Finance Know what each measure costs, how much it saves and when it pays back. The plan arrives without cost or return and never gets approved. € per tonne, net investment, annual savings, ROI and approval for every initiative.
CSRD (ESRS E1) and investors Transition plan, targets and progress, with the methodology behind them. Undocumented assumptions that do not survive a review. Report with methodology and assumptions, and the origin of every data point flagged.
SBTi Science-aligned targets and annual tracking of progress. Technical criteria nobody in-house has mastered. SBTi criteria reviewed one by one and reduction scenarios by scope.

Product

The Dcycle decarbonisation platform

From the emissions inventory to tracking the plan, in a single tool. No spreadsheets, no losing data from one year to the next.

Action tracking

Action tracking: your cheapest tonne first

Every initiative in the plan lives in a table with its annual reduction, its cost per tonne avoided, net investment, implementation date and two statuses: execution and corporate approval. On top: the expected reduction against the baseline, progress towards the target, annual savings, combined ROI and average payback.

  • Cost per tonne avoided to prioritise on economic grounds
  • Execution (not started, launched, completed) and approval for every initiative
  • Filters by scope, type, emission source, company, facility and year

Report

The report you are asked for, drafted by Leia

Once the plan is decided, Leia generates the PDF report from what you have approved: cover, executive summary, reduction pathway, boundary and intensity, numerical detail, methodology and assumptions, action plan, roadmap, monitoring and appendix. Before opening it you see which sections are ready and which need review.

  • Every data point flagged as real Dcycle data, user input, projection or benchmark
  • Report versions, so you know what was sent and when
  • Download in another language for customers, parent company or investors
Leia Planner

The plan, built with AI on your data

Leia reviews your footprint (Scope 3, hotspots by facility, fleet, refrigerants) and guides you through six steps: setup, diagnosis, decision, target, actions and plan. It proposes targets and actions with cost, reduction and payback; you decide whether to accept, reject or edit.

SBTi

SBTi criteria and reduction scenarios

Review the Science Based Targets criteria one by one, many already completed automatically with your data, and model reduction scenarios by scope between the base year and the target year.

EU and UK

Your decarbonisation plan, CSRD (ESRS E1) and PPN 06/21

For more and more companies, decarbonising is no longer voluntary.

Under CSRD, the climate standard ESRS E1 asks companies in scope to disclose their transition plan, their reduction targets and the progress made. In the UK, suppliers bidding for major public contracts must publish a Carbon Reduction Plan (PPN 06/21). Calculating is no longer enough: you have to measure, disclose and reduce, and show a reduction pathway.

Plans should rest on science-based targets (in line with SBTi) and broad coverage of Scope 1, 2 and 3. Companies that move early avoid the rush and turn an obligation into a competitive advantage with customers and investors.

FAQ

Frequently asked questions about the decarbonisation plan

What is a decarbonisation plan for businesses?

A business decarbonisation plan is the roadmap a company uses to define how it will reduce its greenhouse gas emissions over time. It includes measuring the carbon footprint (Scope 1, 2 and 3 under the GHG Protocol), identifying the priority sources, verifiable reduction targets and an action plan by area. It should be updated every year with real data and aligned with the GHG Protocol and science-based frameworks such as SBTi.

What is a decarbonisation programme?

A decarbonisation programme is the broader, ongoing framework the plan lives in: it covers governance, resources, policies and the succession of plans over the years. Put simply, the programme is the strategy sustained over time, and the plan is the specific document with targets and measures for a given period.

How do you build a decarbonisation plan step by step?

The process has four stages: 1) Measure Scope 1, 2 and 3 emissions with a verifiable inventory. 2) Identify the main emission sources and their reduction potential. 3) Set annual science-based reduction targets (SBTi) or targets based on the regulatory requirements that apply. 4) Execute concrete measures and track them regularly with real data. Dcycle automates measurement and tracking.

Is a decarbonisation plan mandatory?

Increasingly. Under CSRD, ESRS E1 asks companies in scope to disclose their transition plan and reduction targets, and in the UK suppliers bidding for major public contracts must publish a Carbon Reduction Plan (PPN 06/21). On top of that comes pressure from ESG investors who require one for financing, and from corporate customers who ask their suppliers for one. For many companies it is already a market requirement as well as a regulatory one.

What does CSRD (ESRS E1) require from a transition plan?

ESRS E1, the CSRD climate standard, asks companies in scope to disclose their transition plan for climate change mitigation, their GHG reduction targets and the progress against them, with Scope 1, 2 and 3 emissions. Plans should rest on science-based targets and broad scope coverage. See how Dcycle prepares the rest of the report on our CSRD implementation page.

How do you calculate Scope 3 in a decarbonisation plan?

Scope 3 covers indirect emissions across the value chain: purchases, transport, travel, product use and end of life. It can exceed 70% of the total footprint. It is calculated with primary supplier data or secondary factors. Dcycle collects primary data from suppliers, assigns default factors where there is no data and breaks Scope 3 down into the 15 GHG Protocol categories.

How long does it take to implement a decarbonisation plan?

The first carbon footprint inventory can be completed in a few weeks with Dcycle, depending on how available your internal data is. Defining the plan with targets and measures usually takes one to two more months. Execution is gradual over the years, with quarterly or six-monthly tracking.

What is the best tool to build a decarbonisation plan?

One that automates emissions calculation (Scope 3 included), supports supplier engagement, tracks SBTi targets in real time and produces verifiable reports year after year. Dcycle covers all of it in a single platform, with up-to-date factors, traceability and expert support, and keeps your data consistent from one year to the next.
